I will recommend you provide or enable the use of a hand tool. Like other apps, the hand tool helps to scroll or flip/move from one page to another without the use of the scroll button (which usually disappears.) I strongly believe The hand tool will be of great help in navigating pages.

    hey there!

    I am (as a fellow user) confused by your request. The hand tool you describe already exists as fas as i know? It is to the left of the pen button. The tiny hand button lets you choose between drawing with fingers (when there’s a tiny s line next to the hand) or scrolling (when there’s a downwards arrow next to the hand). You can switch between those by tapping the hand symbol. Also, when you open a document and press the three dots in the top right corner, you can choose via “scroll and layout” if you want to scroll or to flip between pages.
